Bilibili states mobile and web uploads have exactly the same bitrate requirements.
Do not upload files with black end frames, speed-up tricks or other special processing.
Fast publish (极速发布, web only): videos above 1080P 30fps go live at 1080P30 first; higher tiers are added after transcoding.
Android app 5.27 and older cannot upload source footage above 1080p; iOS has no resolution limit.
